State Representative Scott Oelslager, a Republican from North Canton, held a press conference to discuss forthcoming legislation that will allow Ohio voters to renew the State Capital Improvement Program (SCIP). The program provides funding for essential local infrastructure projects across Ohio. Oelslager was joined by his co-sponsor, State Representative Daniel Troy, a Democrat from Willowick.
The Ohio Public Works Commission administers SCIP, which was originally established in 1987 through legislation sponsored by Oelslager and Troy. The program is set to expire on July 1, 2026. The proposed resolution seeks to extend the program for another decade.
Oelslager expressed pride in the program's impact over the years: “It has been an honor to watch the State Capital Improvement Program grow, flourish, and positively impact all four corners of our great state over the past 37 years.” He emphasized the importance of investing in infrastructure for economic development and quality of life in Ohio.
Troy highlighted their commitment as original co-sponsors: “As original co-sponsors of the legislation that created this very popular program, often referred to as the Issue 2 Public Works Program, we plan to introduce the necessary resolution to ask the voters to renew the constitutional authorization necessary to continue this program for another 10 years.”
Linda Bailiff, Director of the Ohio Public Works Commission, noted the extensive reach of SCIP since its inception: “Since the inception of this program in 1987, there have been more than 19,000 grants and loans distributed for critical infrastructure benefitting all 88 counties.” She pointed out that these projects enhance health and safety while supporting jobs and competitiveness in Ohio.
The legislation will receive a resolution number and be assigned to a House committee once it is formally introduced.
